🧠 Who Is Dr. Frederick Khamis?
Dr. Frederick Khamis Elias Gabriel is a South Sudanese peacebuilder, security expert, and public policy strategist with over four decades of experience in law enforcement, international development, peace and security studies, and UN coordination. Born in Juba on January 1, 1959, Dr. Khamis has dedicated his life to building strong institutions, promoting post-conflict recovery, and empowering the next generation in South Sudan.

Dr. Frederick's academic credentials reflect a lifelong pursuit of knowledge and reform:
PhD in Peace, Development, and Security Studies – University of Juba (2019–2023)
Master’s in Post-Conflict Peace and Development Studies – University of Juba (2002–2004)
Postgraduate in International Relations – University of Khartoum (1999–2000)
B.A. in Human Resources & Personnel Management – Ahalia University (1993–1997)
Diploma in Law and Police Sciences – Sudan Police College (1981–1983)
Sudan School Certificate – Arts – Luka Senior Secondary School (1973–1976)
He has also completed specialized training from the UN Department of Safety and Security, UNDP, and UNMISS in areas like civil-military coordination, SSR (Security Sector Reform), and DDR (Disarmament, Demobilization, Reintegration).

From policing the streets to shaping national strategies at the Presidency, Dr. Khamis has worn many hats:
🔹 UN and Government Roles:
Security Officer & Advisor – United Nations Department of Safety and Security (UNDSS) (2012–2024)
Project Manager, Safety & Security – UNDP South Sudan (1994–1999)
National Coordinator – DDR, SSR, and Rule of Law Programs (2006–2012)
🔹 Law Enforcement Leadership:
Brigadier General, South Sudan National Police Service—Led criminal investigations, operations, and training
🔹Participated in the 1983 SPLA/M uprising and national liberation effort on planning recruitment and mobilization within the country, which contributed to my dismissal by Sudan presidential decree for public interest dismissal in March 1991, followed by the mutiny of 1992 led by junior armies and other organized forces, and joined SPLA/M, and I remained detained within the country.
